Executive Summary

Leadership Counsel for Justice and Accountability works alongside some of California’s most impacted communities to advocate for sound policy and eradicate injustice to secure equal access to opportunity. We address inequities in local, regional, and state governance structures.  We are committed to transforming the culture in which decision-making occurs to one that is equitable, transparent, and genuinely democratic in nature.

Through co-powerment, community organizing, local and state-wide policy advocacy, and legal representation, Leadership Counsel ensures that low-income communities and communities of color, and residents of Inland California broadly, are included in decision-making processes to address historic under-investment, disproportionate environmental impacts, and poor land use planning that perpetuates patterns of exclusion.  Co-powerment acknowledges equal power held by community residents, partners, decision-makers, and other stakeholders and the importance of working together to develop and implement collaborative strategies and create sustained change.

Leadership Counsel works exclusively in lower income communities in the San Joaquin and Eastern Coachella Valleys and primarily in communities that are subject to disproportionate environmental impacts. We work on the interrelated issues of climate justice, public finance, equitable investment, transportation justice, drinking water and wastewater services, affordable housing, equitable land use planning, equitable energy, and basic infrastructure.  We are uniquely positioned to bring about systemic change because of our broad approach to advocacy in terms of the breadth of issues we address; our complementary organizing, legal advocacy, and policy advocacy model; and our capacity to engage from the community to the state-wide level.
